I have little blisters on my fingers that keep reappearing?

little blisters i get on my fingers that i pop and they refill. don't go away for about a week or so. they show up again and again every couple of months. i wash my hands regularly and am a clean person. what is this and why do they keep showing up? they are tiny blisters in clusters on several of my fingers.
