Basic questions about developing film?

The fixer makes it so the film itself is not effected by light once it is developed. The wash washes the chemicals off the film and stops the chemical process itself. The photoflo is usually used at the end of the developing process where all chemicals, dust, or fingerprints are removed from the film before it dries.
